Vouchers will be awarded via a computerized random selection process. The application process has two parts, Registration and Application. Those who complete the Registration will be eligible for the Random Selection. If selected applicants will be invited to complete the Application.
Step 1: Registration
Registration is completed using the programs online application portal.
At the Registration stage, applicants will provide basic information such as a name, address, birthdate, and contact information.
Applicants whose information matches eligibility guidelines will be prompted to create an account and will be asked to complete a brief survey to complete the Registration process.
On pre-determined dates, a computerized Random Selection will take place, and a pre-determined number of applicants will be selected to move to the second phase of the application.
Step 2: Application
Those selected will receive a link to complete the Application in the online portal.
The Application includes uploading verification documents to prove eligibility, such as proof of address and if applicable proof of income.
Once the application has been reviewed. Vouchers are issued to the applicant.
The voucher program has two voucher levels which are defined by the applicant’s income status.
General Resident Applicants are eligible for a voucher of $700.
Income-Qualified Applicants are eligible for a voucher of $1200

Please note that you must permanently reside in an eligible area in order to qualify. Eligible areas are; Arkansas counties: Benton, Crawford, Faulkner, Franklin, Grant, Lonoke, Madison, Perry, Pulaski, Saline, Sebastian, Washington and Oklahoma counties: Le Flore and Sequoyah.
If you would like to be considered for the Income Qualified Voucher of up to $1,200, you will need to enter your annual household income and household size or indicate your participation in an eligible means tested program during Registration. You will only be asked to provide income and residency documentation if you are selected to move forward in the process. Residents with a household income above 200% of the Federal Poverty Level may qualify for a General Resident Voucher of up to $700.

If the information submitted on your registration form indicates you may be eligible for the program, you will receive a link via email that will allow you to set up an account and complete the registration process.
To be eligible to participate in the Arkansas Tri-Region E-Bike Voucher Program, residents must be:
A resident of an eligible county
18 years of age or older
Vouchers are available to residents of all incomes, however those with household incomes below 200% of the Federal Poverty Line are eligible for a larger voucher amount.
Vouchers are awarded through a random selection process. Eligible residents must register to be included in the random selection. Registration begins on July 6 of this year and will remain open for the duration of the program. The first random selection will take place on July 21st. Additional random selections dates will be announced in the future.

Final applications will be reviewed within 10 business days. Approval notification will be sent via email.
Every applicant who is randomly selected to receive a voucher must provide proof of a physical residential address in an eligible county. Applicants must provide ONE of the acceptable documents from the list below.
Current Homeowner’s, Renter’s, or Motor Vehicle Insurance Policy
Mortgage, Lease, or Rental Contract
Current Motor Vehicle Registration
Military orders for active-duty military members stationed in an included MSA but with permanent residency in another state.
Computer Generated Bill (utility, credit card, doctor, hospital, etc.) dated within the last three months
Bank Statement dated within the last three months
First-Class Mail from a government agency or court dated within the last three months
USPS Change of Address Form (CNL107) dated within the last three months
Residents will need to provide a government issued ID with their date of birth. All applicants must be 18 years of age at the time of their application.

There are no income requirements for the General Resident Voucher.
Income Qualified
To meet the income qualification for the Income-Qualified Voucher, your household income cannot be over 200% of the Federal Poverty Level. Your household size is determined by your tax household. Roommates or family members with whom you do not share finances are not counted.
If selected, Income Qualified applicants must submit ONE of the following approved documents.
First page of the most recent (currently 2025) Federal Tax form 1040 show Line 11 – Adjusted Gross Income. In the case of a Federal Tax form 1040-SR you will need to submit the first 2 pages of the form. Applicants should black out or redact any social security numbers on any submitted forms.
Proof of enrollment in any one of the following programs dated within the last year:
Arkansas Low-Income-Energy Assistance Program (LEAP)
Arkansas Weather Assistance Program (WAP)
Supplemental Nutrition Assistance Program (SNAP)
Arkansas Transitional Employment Assistance (TEA)
Supplemental Security Income (SSI)
Medicaid
Example: There are 3 people in your household. Your household income would need to be below $86,300.00 to be eligible for the Income Qualified Voucher.

Individuals who are unable to provide any of these documents to verify a physical residential address in an eligible county may be eligible to provide alternative documents. If you are unhoused in one of the eligible counties and receiving services from a government agency or non-profit organization, a dated letter on the organization's letterhead stating your situation may be accepted in place of one of the above documents.
Each eligible resident over the age of 18 may receive and redeem only one E-Bike voucher.
The Arkansas Tri-Region E-Bike Program is funded by an Environmental Protection Agency (EPA) Climate Pollution Reduction Grant awarded to the Arkansas Tri-Region Coalition—comprised of Metroplan (Central Arkansas MPO), NWARPC (Northwest Arkansas MPO), and the City of Fort Smith (COFS). Each member of the coalition represents a Metropolitan Statistical Area (MSA) in Arkansas.
An MSA is a geographic region defined for statistical purposes by the U.S. Office of Management and Budget (OMB) and used by federal agencies like the EPA.
The counties eligible for the program are determined by the make of the respective MSA’s at the time the grant was written.
E-Bikes must be purchased new from a participating E-Bike retailer. A list of participating retailers can be found on the program website.
Vouchers are not retroactive to past purchases. Vouchers can only be used at the time of purchase for a new E-Bike from a participating E-Bike retailer.

No, the voucher amount is a maximum voucher amount, and any unused value is forfeited. The voucher amount cannot cover taxes or shipping costs.
Voucher recipients may redeem a voucher for the purchase of an E-Bike that meets the following criteria:
E-Bike Eligibility
The following classes of E-Bikes are eligible:
Class 1: an electrical assisted bicycle equipped with a motor that provides assistance only when the rider is pedaling, and that ceases to provide assistance when the bicycle reaches a speed of 20 mph.
Class 2: an electrical assisted bicycle equipped with a motor that provides assistance regardless of whether the rider is pedaling but ceases to provide assistance when the bicycle reaches a speed of 20 mph.
Class 3: an electrical assisted bicycle equipped with a motor that provides assistance only when the rider is pedaling, and that ceases to provide assistance when the bicycle reaches a speed of 28 mph.
Has two or three wheels and fully operable pedals.
Has an electric motor rated 750w or less.
May not be gasoline powered
No aftermarket conversion kits are permitted
May not be a full suspension mountain bike
E-Bike or Battery must meet UL 2849 and/or UL 2271 certifications
All vouchers are good for 60 days from the day they are awarded. If they are not used within 60 days, they automatically expire.

Yes, as long as you have not redeemed a voucher, you will be able to reapply.
